Minutes of a Meeting of the Finance and General Purposes Committee held at the Town Hall, Milford Haven on Thursday, 10th April, 2008 at 7.00 p.m.

413.MINUTES OF THE MEETING HELD ON THE 13th MARCH, 2008:
RESOLVED THAT the Minutes of the Meeting of the Finance and General Purposes Committee held on the 13th March, 2008, be approved as a correct record and that they be signed by the Chairman.
414.INFORMATION FROM THE MAYOR:
(a)Mayor’s Engagements:
Members were advised of the following engagements undertaken by the Mayor since the 8th April, 2008:
8th April-Attended nPower Greener Schools Programme at Hubberston School
10th April-Visit of Pembrokeshire Carers to the Town Hall
The Mayor was asked when he attended Hubberston School for the RWE npower launch if he had been informed whether any other schools would be involved in the RWE npower Greener Schools programme. The Mayor said that he had not.
RESOLVED THAT the Clerk contacts RWE npower to obtain information on the RWE npower Greener Schools programme.
(b)Mayor’s Charity Dinner:
The Mayor, Councillor A. H. Miles, advised that he hoped Members would be able to attend his Charity Dinner on Friday, 25th April, 2008.
(c)Request for a Donation from Friday Night Youth Club:
The Chairman, Councillor A. W. Eden, explained that the Council had received a request for a donation from Rev. Colin Foreman on behalf of the Friday Night Youth Club.
The Chairman asked if Members wished to consider this application for financial assistance at the evening’s meeting.
RESOLVED THAT:
(i)the application for a donation from Friday Night Youth Club be considered under the appropriate Agenda item at this evening’s meeting;
(ii)an item be placed on the Agenda for a future meeting of the Finance and General Purposes Committee to discuss the facilities for the youth in the Town.
415.COMMUNITY COUNCIL REPRESENTATION ON THE STANDARDS COMMITTEE:
A letter was received from Mr. L. Harding, Monitoring Officer, Pembrokeshire County Council, in which he advised that for the past four years the Community Councillor Representative on the Standards Committee has been Councillor Mrs. Sheila LaCroix from Dinas Cross Community Council.
Mr. Harding wrote that that the Standards Committee (Wales) (Amendment) Regulations 2006 introduced a term of 4 years membership of the Standards Committee for the Community Councils Representative, termed the “Community Committee Member”. This applied to existing Members as well as future Members of Standards Committees. There is provision for the Community Committee Member to serve a further term of four years or until they cease to be a member of a Community Council. Councillor Mrs. LaCroix has indicated that she would be prepared to serve for a further term provided she is re-elected to Dinas Cross Community Council.
Mr. Harding said that the provisions require Pembrokeshire County Council to consult with Community Councils within its administrative area and also Community Council organisations, and asked whether the Milford Haven Town Council would support the re-election of Councillor Mrs. LaCroix to the Standards Committee, should she be re-elected as a Community Councillor.
RESOLVED THAT the Milford Haven Town Council supports the re-election of Councillor Mrs. S. LaCroix to the Standards Committee, should she be re-elected as a Community Councillor.
416.REMOVAL OF RAILINGS AT THE FISHERMEN’S TRIBUTE ON THE RATH, MILFORD HAVEN:
The Chairman advised that, at the meeting of the Public Works and Planning Committee held on Monday, 7th April, Members had recommended the following:-
(i)an annual Service be held at the Fishermen’s Tribute to remember all those associated with the fishing industry;
(ii)Mr. Hackett be asked whether he would agree to leave the railings in place until after this year’s Service;
(iii)In the meantime, the Milford Haven Town Council is to obtain costings for the removal of the railings and ask for permission from the Pembrokeshire County Council for a fixture to be attached on to the ground (not on to the base) on the Docks facing side of the Tribute;
(iv)Mr. Hackett is to be asked to confirm his acceptance of the above in writing.
The Clerk informed Members that Mr. Hackett had called in to the Town Council Offices on Tuesday, 8th April, when he was advised of and had verbally agreed to the recommendations made by the Public Works and Planning Committee. Mr. Hackett understood that these recommendations would be discussed at this evening’s meeting of the Finance and General Purposes Committee, and that any recommendations made at both Standing Committees would need to be ratified at the Full Council meeting to be held on 28th April.
Mr. Hackett had suggested to the Clerk that the date of the annual Service at the Fishermen’s Tribute could be the 27th September, as, on 27th September, 1888, the first ship entered Milford Docks – the steam trawler the “Sybil”.
The Chairman, Councillor A. W. Eden, said that he, the Mayor, and Councillors M. H. George QGM and T. H. Sinclair had met with Mr. Hackett on Monday, 7th April.
Councillor Eden advised that, at that meeting, it had been suggested that, instead of having a Service at the Cemetery in memory of those who had lost their lives on the Robert Limbrick, Richard Crofts, Milford Viscount and Boston Heron, there should only be one Annual Service, which would be held at the Fishermen’s Tribute on The Rath.
The Deputy Mayor, Councillor J. W. J. Roberts RD, disagreed with this as he felt that there should be two separate Services, as the Service at the Fishermen’s Tribute would be to remember the lives of all fishermen and all those associated with the fishing industry, and their devotion which had brought prosperity to the Town. The Service at the Cemetery, however, was a Service in which those who wished to remember their loved ones could place floral tributes on the graves of those who had been laid to rest at the Cemetery or, alternatively, they could lay a floral tribute at the memorials to those who lost their lives on the Milford Viscount and Richard Crofts.
RESOLVED THAT:
(i)the Finance and General Purposes Committee endorses the recommendations made by the Public Works and Planning Committee;
(ii)an Annual Service to remember all those associated with the fishing industry will be held at the Fishermen’s Tribute on the 27th September, 2008;
(iii)the Service at the Fishermen’s Tribute will be in addition to the Annual Service held at the Thornton Cemetery in February in memory of those who lost their lives on the Robert Limbrick, Richard Crofts, Milford Viscount and Boston Heron.
417.APPLICATIONS FOR FINANCIAL ASSISTANCE:
(a)Acknowledgement of Donation:
The Chairman informed Members that a letter of thanks had been received from the Shalom Fundraisers Committee.
(b)Financial Assistance:
RESOLVED THAT the following decisions be made in respect of the applications for financial assistance:
(i)Rotary Club of Milford Haven -£185
(ii)WRVS – for Milford Haven Darby and -Deferred, whilst waiting for Joan Clubconfirmation that any donation made will be solely for the benefit of the Darby and Joan Club in Milford Haven.
(iii)Boat Skwl-£50
(iv)Radio Withybush-£50
(v)Pembrokeshire YFC-Deferred, whilst waiting for confirmation as to how many residents of Milford Haven are members of the Pembrokeshire YFC.
(vi)Open Spaces Society-Regret, no donation
(vii)Llangollen International Musical Eisteddfod-Regret, no donation
(viii)Friday Night Youth Club-£100
RESOLVED THAT the Milford Haven Town Council in accordance with its powers under Section 137 of the Local Government Act 1972, should incur the above expenditure which, in the opinion of Milford Haven Town Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure.
418.SCHEDULE OF ACCOUNTS:
RESOLVED THAT the Schedule of Accounts, as presented by the Clerk for the month of March,2008, in the sum of £14,879.47, be accepted and approved for payment.
419.CHAIRMAN’S REMARKS:
The Chairman, Councillor A. W. Eden, said that he was sorry that Councillors M. T. J. Davies and C. P. Robbins were leaving the Milford Haven Town Council and he wished them all the best for the future._______________________________
